You can post the following in the Microsoft Community forum:

We are facing an issue with Power Pages authentication using Microsoft Entra ID.

Scenario:

  • Users are trying to sign in to Power Pages using Microsoft Entra ID authentication.

  • Instead of logging in or registering successfully, they consistently receive the error:
    "Registration is disabled."

What we have verified:

  • Authentication/Registration/Enabled = true

  • Authentication/Registration/OpenRegistrationEnabled = true

  • Authentication/OpenIdConnect/AzureAD/Enabled = true

  • Authentication/Registration/ExternalLoginEnabled = true
  • Azure AD authentication is enabled in Power Pages Studio as well.

  • Cleared portal cache and restarted portal.

  • Local sign-in/sign-up works correctly.

  • Users are able to register and login successfully using local authentication.

  • The same site settings and configuration are working fine in the QA environment but not ind Dev.

Issue occurs only when using Microsoft Entra ID authentication in this specific environment.

Additional observations:

  • New users who do not exist in Contacts are unable to register through Azure AD.

  • Existing contacts are also not able to authenticate properly through Azure AD.

  • It appears the portal authentication succeeds partially, but the portal fails during user registration/contact creation stage.

Questions:

  1. Are there any additional site settings required specifically for Entra ID registration?

  2. Could this be related to External Identity (adx_externalidentity) configuration?

  3. Are there environment-level differences or hidden portal settings that could cause this behavior?

  4. Could Azure AD app registration or redirect URI issues manifest as “Registration is disabled” even when registration settings are enabled?

  5. Are there any known issues where local authentication works but OpenID Connect registration fails?

Any guidance on troubleshooting steps or hidden dependencies would be appreciated.

This is a very niche issue with minimal to no guidance on how to resolve. I personally experienced this, and it drove me nuts going through all the documentation, fiddling with site settings, and trying to find a resolution.

Funny enough, the solution is very simple. You have to enable registration from the Power Pages studio. Here is where you will find the option to enable registration:
    1. Go to Power Pages, find your site, and click on "Edit" to open the Power Pages studio.
    2. Navigate to Security -> Identity Providers and click on Microsoft Entra ID.
    3. In the Microsoft Entra ID Settings panel that appears to the right, turn on "Registration enabled" toggle.
    4. Optionally, you can enable some of the other toggles, like "External logout" or "Contact mapping with email," based on your requirements.
    5. Sync the settings and preview the site to see your changes.

    As for your questions:
    1. Are there any additional site settings required specifically for Entra ID registration?
      • Not really, for Microsoft Entra ID, you have covered almost all the necessary site settings. For Entra External, you do have to add a few more settings like the Authority URL, Redirect URI, Client ID, etc., but they aren't required for MS Entra ID authentication.
    2. Could this be related to External Identity (adx_externalidentity) configuration?
      • No. External Identity is completely different from this.
    3. Are there environment-level differences or hidden portal settings that could cause this behavior?
      • Not environment-level differences but a hidden portal setting, as I outlined above.
    4. Could Azure AD app registration or redirect URI issues manifest as “Registration is disabled” even when registration settings are enabled?
      • No. That usually has nothing to do with how the portal behaves. If your redirect URI is incorrect, your login user flow will fail. The "Registration is disabled" error is a portal error.
    5. Are there any known issues where local authentication works but OpenID Connect registration fails?
      • Not to the best of my knowledge, no.
