Managing Copilot in GCC - turn off by default

Our organization is still reviewing Copilot and has not approved its usage. We've been seeing Copilot functionality automatically turned on so we have to keep up on managing that.

 

I recently noticed that Highlights was turned on in the Timeline, though it doesn't work because we don't have licenses. After some research, I found that you can turn it off at the app level in features.

I noticed that if I change it, I see the "Reset to environment value". When I click that, it goes back to yes. So, I did a little more research to find out how to do that and I found that *supposedly*, I can turn this off at the environment level:

However, when I go to the environment, I do not have the Copilot section at all. I'm assuming this is a GCC thing, but I'm very frustrated that Copilot is being turned on by default without an easy way for us to manage it.

Is anyone else in GCC seeing the Copilot section in the environment settings? Anyone have any knowledge of this?
