Set up Sandbox Environment From Production

I have a production environment and I'm setting up a sandbox by copying production. Once that's done, I want to convert unmanaged components into managed ones in production. What are the logical steps I should follow?

    Does only the developer who deploys the solution through the pipeline need a premium license, or do others user also need it as well?

    If you are using Dataverse, I assume you already have premium licenses for all your users, which would enable you to use Power Platform Pipelines. What they are, and how to set them up / use them, can be found in the documentation: Overview of pipelines in Power Platform - Power Platform | Microsoft Learn

    I have one more question is for deployment manual export and import or power platform pipeline, which is efficient option for if have dataverse database and medium scale application??

    In the past I have succesfully applied this multiple times, so I can vouch that it works.

    The best approach is as I have indicated below.
    You need to create a process for publishing your newly managed versions. Developing, testing and quality assurance stages and the new versions of the apps would be managed versions replacing the unmanaged versions in production.

    In my production environment my solutions are unmanaged and want to convert it into managed, so without delete them how I'll convert they as managed??

    Set up Sandbox Environment From Production
    Also create a testing and QA environment.
    Create the managed app version test it, get it passed in QA then deploy to production to replace the unmanaged app.
    You could use automated deployments.
