How do we implement ALM when we use flows triggered off sharepoint lists?

Our company heavily uses SharePoint so our main power app forms are unfortunately SharePoint integrated. Due to all users only having E5 licences and no premium power platform licences, most of our power automate flows are also triggered off SharePoint lists (when item is created or modified). And this is ALL in the default environment! We don't really use canvas or model driven apps, only SharePoint integrated power apps. 
 
At the very least, I want to setup:
  • clean up the default environment and move as much as I can to a production environment (if even possible, have to test first)
  • backup all solutions (preferably automate this, but for now I'm manually exporting solutions and storing them on SharePoint). Would ALM Accelerator be better? 
  • MAIN QUESTION: Is ALM even possible with our setup of integrated power apps and flows triggered off SharePoint lists? Can we do DEV - PROD, the way I see it this would have the flows triggering multiple times (once in DEV, once in PROD)
