What’s happening?
Users encounter an error when attempting to import Project Contract Headers through Data Management Framework (DMF) in Dynamics 365 Finance and Operations. The error message indicates that the Project Contract Headers entity is not applicable for legal entities that have not enabled Project Operations Integration.

Reason:
This occurs because the standard "Project Contract Headers" entity is designed specifically for legal entities that have enabled Project Operations Integration. Entities intended for integrated scenarios (such as those using Dual Write integration between Finance and Operations and Dataverse) cannot be used directly in non-integrated scenarios.

Resolution:
To resolve this in a non-integrated scenario, users should use the standard “Project Contract”, “Project funding sources” and “Project funding rule entity” entities specifically designed for non-integrated environments instead of "Project Contract Headers" entity.
 
Note: It is likely you need to import Project with the corresponding out-of-the-box entity before importing Project funding rules.
 
In case out-of-the-box entities are not enough and you need, for instance, to import billing rules either, you could create custom data entities for that.
