What’s happening?
Customers are unable to create new Power Pages, with options being disabled or encountering errors related to permissions.

Reason:
This is caused by insufficient permissions required to create Power Pages. Specifically, the following roles and permissions are necessary:
- A user account with Write Access Mode.
- System Administrator role.
- Permissions to register an app in Microsoft Entra.
If website creation is disabled in the tenant, a user also needs at least one of the following roles to create a website:
- Dynamics 365 Administrator
- Power Platform Administrator

Resolution:

  1. Verify that the user account has the necessary permissions
  2. Ensure the account has Write Access Mode.
  3. Confirm that the System Administrator role is assigned.
  4. Check if the account has permissions to register an app in Microsoft Entra.
  5. If website creation is disabled in the tenant, reach out to the service administrators to enable Power Pages website creation.
  6. If the user is not a Global Admin, they should work with their tenant administrator to obtain the required permissions.
