What’s happening?
A user with a specific role is unable to change the publishing status of a page in the web page table, despite having been granted all necessary permissions.

Reason:
The underlying cause of this is related to the role's permissions and the inability to modify the status from the specified role.

Resolution:

  1. Open the Portal Management app.
  2. Navigate to Websites, opened the needed Website record > Related Publishing State Transition.
  3. To create a new rule, select "New." To edit an existing rule, select the rule name.
  4. In the Publishing State Transition window, enter appropriate values in the fields.
  5. Select "Save" to continue adding web roles to it.
  6. On the Web Roles tab, select "Add Existing Web Role." In the Lookup pane, browse and add the appropriate web role.
  7. Select "Save" to finalize the changes.
