What’s happening?
Users are unable to create pages within the Power Platform or Power Pages due to insufficient permissions.


Reason:
The user did not have the necessary permissions assigned in Microsoft Entra, despite being given the System Administrator role.


Resolution:

  1. Verify if the user has the "System Administrator" role assigned.
  2. Check the setting in Entra ID under Users > User settings for "Users can register applications." If this is set to "No," change it to "Yes."
  3. If the option is greyed out, navigate to Entra ID > Users > Search for the user > Assigned roles, and add the "Application Developer" role.
  4. Note that these changes may take a few minutes to apply.
  5. Ensure that the organization is not in Admin Mode and is in an enabled state for site creation.
  6. If the user continues to experience issues, confirm that the user is a direct member of the required roles, as permissions are not inherited from security groups.
  7. Follow the documentation for creating an App registration in Azure if needed, ensuring all prerequisites are met for site creation.
