What’s happening?
Users are unable to create websites in Power Pages, with the template option greyed out, despite having assigned system administrator and global administrator permissions.
 

Reason:
This arises because guest tenants are unable to create sites in Power Pages. Users may be missing the necessary permissions to register Azure applications, which is required for creating websites in Power Pages.
 

Resolution:

  1. Ensure that the user has permissions to register applications in Microsoft Entra ID.
  2. If the user is a guest tenant, note that they will not be able to create sites in Power Pages.
Verify that the user has the following roles assigned:
  • System Administrator
  • Global Administrator
  • Application Administrator
