What’s happening?
Users with system administrator privileges are unable to access the Power Apps portal, despite being added to the appropriate security groups and roles.
 

Reason:
This may be related to the configuration of security roles and the specific requirements for accessing the Power Apps portal. There may also be connectivity issues with necessary endpoints.
 

Resolution:

  • Ensure that the affected users are directly assigned the "Environment Maker" role in addition to their system administrator role. This is necessary as the environment list in the Power Apps Maker Portal may not display environments solely based on the system administrator role.
  • Verify that the users are part of the correct EntraID security group linked to Dataverse.
  • Check the network logs for any connectivity issues. Specifically, confirm that the following domains are not blocked by firewalls or proxies:
    • api.powerapps.com
    • content.powerapps.com
    • static.powerapps.com
    • js.monitor.azure.com
  • Review the network trace logs for any errors indicating that the required endpoints cannot be reached, which may prevent access to the Power Apps portal.
