What’s happening?
The agent is not invoking the unknown intent topic when questions are asked that do not match recognized topics. Instead, it defaults to using AI responses rather than accessing the knowledge base.


Reason:
If an agent has AI general knowledge enabled, it will leverage foundational knowledge that the generative AI is trained on to answer questions unrelated to the domain of the agent. 


Resolution:
If the agent should not resort to use generative AI when it does not find an answer in its knowledge base, then the AI general knowledge should be disabled: 

  1.  Access Microsoft Copilot Studio
  2.  Go to the agent's overview page
  3.  Under Knowledge, disable the setting Allow the AI to use its own general knowledge
