Reason:

The observed behavior, where the licensing status for Customer Insights applications is displayed as "not configured," is by design.

Resolution:

The behavior described, where Customer Insights applications appear as "not configured" in the Power Platform Admin Center under Resources > Dynamics 365 Apps, is expected and documented behavior.
