Can anyone help explain Capacity to me on the Power Platform Admin Center? It shows that we are way over capacity and I want to get this all squared away. Thank you for any help or information.

storage is three types of storage. Files are stored in azure blob, data like records are stored in sql, and logs are stored somewhere else.

each of these storage types has different cost and different standard allotments. File storage is $2/gb, logs are $10/gb, and data is $40/gb

your base storage is a shared pool between all users and environments. You get 50mb Data and 400 mb files for each per app user or 250mb data and 2gb files for each per user or dynamics licensed user.

you can purchase additional storage via the capacity add-on

My PowerApps run through an on-premise SQL Server, so all the data is stored in SQL. Not sure I understand storage fees if the data is in an on-premise SQL Server?

so each environment takes some storage. Check and see if someone created a CDs database in your default environment..

This does seem weird, I would recommend opening a support ticket.

How do I check if there is a CDs database created?

go to the environment in make.powerapps.com and click on data. If you see entities, etc, you have a CDs database.

also, is there any chance that someone else has an environment that you don't see? Click the view self service link in the PPAC capacity screen.
