Create New Library or List through flow

For months I have been trying to find a solution to this basic problem:

How do I create a new list or document library with Flow?

I have a Project List that includes fields:
•Project Name
•Project Sequence Number
•Project Document Library
•etc....

I am trying to create a flow on this Project List so that:

•Upon creation of new Project List item, a new document library is created
•Upon creation of a new document library, update the Project List item's "Project Document Library" field.

I know that there is no such feature available out-of-the-box in Microsoft Flow, but the same action can be completed with POST and GET to the SharePoint REST, but I do not understand how to implement OATH authorization.

I need a Flow superhero to rescue me from this quagmire.

Please advise. Thanks.

Thanks for the tip. I will see if I can adapt it to create a library, as opposed to creating a folder in an existing library.
