I have a canvas app running on an iPad/iPhone. These are used for in-home health assessments. I have a scenario where I need the PowerApp to lock the iOS device requiring the user to unlock. Is this possible? Or anyway to use touchid to resume the app? Any other creating suggestions welcome 🙂

This is not a feature in PowerApps, and I believe this is not even a feature that Apple allows apps to have (per this thread https://forums.developer.apple.com/thread/29693).
You can make a lock screen just for your app.
