Hello,

Can we create a flow stating when an user is updated with the state Disabled? (Disabled on onprem or Azure AD)

Thank you

You can create a scheduled flow that will scan users periodically to find disabled ones.

No, there are no supported triggers from Active Directory (on prem or Azure AD) that will trigger a flow in Power Automate. The best you can do is as @VictorIvanidze mentions and create a scheduled flow that will look for disabled users. To spot any newly disabled users, you would have to create some sort of tracking mechanism to compare the new list against those detected previously, maybe with an Excel table or Sharepoint list.
