Multiple filter condition to send emails from latest excel file from SharePoint

I am Working on a Flow that will send email to three levels of managers based on the status of sale,( if sale status is 1 only manager 1 should get an email with corresponding rows in excel file, if Sale status is 2 then-manager 1 and 2 both get an email with corresponding rows in excel file, similarly, if the status is 3 all three managers get the email)Sample Data,

right now I am using 3 flows that get unique emails from the file and send the email using Expression Union(variable('Email'),variable('Email')) which I use to create an Html table and send the email

a manager can have multiple rows in a file that need to send in a single email.
