Offline Powerapps

I've seen the article on how to set up an app for offline use through powerapps........I'm having issues deciphering which are what.....I did exactly like the post said and I still get errors.  Is there an example using a sharepoint list?  

 

Also, do you have to have a microsoft/office account to use powerapps?
