The “ tt” portion of your date time format is not valid, so the value of Today() is literally being converted into something like “00:00:00 tt”
I think you’ll want to remove that portion of the formatting string.

Value(Text(Now(),"HHmmss"))>=84500 && Value(Text(Now(),"hhmmss"))<=91500
