And when a new item is created in the first flow, the second flow starts immediately, because "Create Record" call "When HTTP Request is Recivied". And together they create too many records. How to get rid of it, I already broke the head...

I afraid that the only way should be add a Yes/No type column in the sharepoint list, update the column to No in the second flow, and add a Condition under the trigger of the first flow to check if the column is true, if the column is true,do the other action.
