I’m trying to build a flow that triggers a notification in planner when someone enters a certain location.
Can I do this with power automate?

One way I have done this is to use a zip code table in Excel (which you can call from an OfficeScript action). From here, I am getting the location of my phone and I can check how far the phone's location is from a specific zip code (aka my geofence). So in the example below, if my phone say's I'm in Scottsdale AZ 85251, by sending that value to cell D2, I get my distance from result in P2. If my desired geofence zip code was 85251, I show a result of 0. Then you simply write an if statement to see if the phone's distance is 0 from your desired zip code location, if true, send that result back to PA and do other things with it including capture/write the phone's exact current location and posting something in Planner.
Goes without saying, this is largely done by calculating the distance between two postal codes which uses their lat/lon addresses.
