Copilot Chatbot Manage your connections not connecting

Need help understanding why the connections wont get connected on Copilot Chatbot.
The chatbot connects to Sharepoint Lists and Outlook Emails to send information. The chatbot works with Microsoft Teams. 
When users use chatbot the flow takes to the topics which connects to Sharepoint Lists then chatbot prompts "Additional permissions are required to run this action. To proceed, please select 'Connect', and review any missing connections."
When clicked on Connect button its loads the Manage your connections screen and when clicked on submit the noting change. The connections stay as Not-Connected.
We have clear the browser cache, tried with different browsers, logged out the account and logged back in.  The users have proper permissions  
 
The is on and off some times it start to work and stops.

    You might need to revisit the permissions of your actions (Power Automate flows). Go to the flow details page and click on Run only users (Shown in below SS)
     
     
    Here:
     
     
    - If you would need your users to authenticate themselves for a Data source, select "Provide by run-only user"
    Example: If your flow or action wants to access user's SharePoint etc.
     
    - Else, when the cation or flow should authenticate through the account you built your flow, select "Use this connection (<your account>)"
