I believe it is not doable from the direct actions. You can call Actions created in D365 from power automate though https://www.inogic.com/blog/2019/11/how-to-call-an-action-through-power-automatems-flow/
For workflows, you can maybe set a field value from Power Automate and make the workflow trigger when that value changes to something.
