Does PowerApp support list level permission?

My scenario -

The management team has permission to the site and the list, although the list has disinherited from parent site, the modern view with PowerAPP form, works for them.

Two users do not have access to the site but was added to permission group on the list, they cannot see modern view with PowerApp form.  they can only see the classic list view

I added one of the two users to the Management user group and then, the modern view opens correctly for that user.

So looks like in order to use PowerApp form the permission has to be given at site level, not at list level.

Is this the limitation of PowerApps? can anyone confirm that?

Powerapps does not support list level permission directly. However it may be achieved by a combination of several levels of permission from the security model: https://docs.microsoft.com/en-us/powerapps/developer/common-data-service/security-model
