Dynamic Content Capability not showing up

1.) I am trying to create a notification email when someone adds new content to one of our SharePoint Lists - I would like to add in some of the fields they enter into the email back to them using Dynamic Content but I do not see it in my capabilities as I have seen it in the demo that I watched (see attached screenshots).  Please advise how I turn this function on in my Power Automate, or if I am in fact restricted from using this capability for some reason. 
 
2.) Can I utilize a dynamic field for who the actual email is addressed to (i.e. you fill out the list then that person gets the email notification, or can I only have them sent to a single predetermined recipient or shared mailbox.

    @DW-03121823-0 It's hard to offer any recommendations without seeing your full flow and the logic behind it. Toggle off the New Designer and click each action to expand it. Upload a screenshot of your flow in edit mode.
