Cannot Publish

I setup an account for the trial version of Copilot Studio and build an Agent.    I am unable to post and learned that the trial version does not allow publishing.    As instructed Microsoft 365 Business with Copilot,  I am still unable to publish.
 

You already have a license for Microsoft Copilot Studio.

 
I continue to receive the followng message:
 
There are open issues with your agent
You currently do not have a user license that allows you to publish in Copilot Studio. Please contact your administrator to upgrade your license or enable the necessary permissions. Learn more

    Hi,This is a common licensing confusion in Copilot Studio — having Microsoft 365 Business with Copilot does not automatically grant publishing rights in Copilot Studio. Here's what's likely happening and how to fix it:

    Root cause: Copilot Studio requires a dedicated Copilot Studio license (per-user or per-tenant capacity), separate from M365 Copilot licenses. The trial environment and the new license may also be in conflict if they're not properly linked.

    Steps to resolve:


    1. Verify the correct license is assigned — Go to the Microsoft 365 Admin CenterUsers → your user → Licenses and apps. Make sure you see Microsoft Copilot Studio (not just M365 Copilot) listed and enabled.

    2. Check you're not still on the trial environment — Copilot Studio trial creates its own isolated environment. If your agent was built in the trial environment, the new license may not apply there. Go to copilotstudio.microsoft.com, click the environment selector (top right), and switch to your default/production environment, then rebuild or republish from there.

    3. Wait for license propagation — After assigning a new license, it can take up to 24 hours for permissions to fully sync. Try signing out and back in.

    4. Check tenant-level Copilot Studio settings — An admin may need to enable Copilot Studio publishing in the Power Platform Admin Center under Settings → Tenant Settings → Copilot Studio.

    5. If you're the admin yourself, make sure you assigned the license to your own account explicitly — being a global admin doesn't automatically grant product licenses.

    From the information provided, this does not appear to be a product issue, but rather related to licensing and permissions.



    The message clearly indicates that the user does not have a license that allows publishing in Copilot Studio. Even though a Copilot license is shown, there is an important distinction:
    • The Copilot Studio trial allows you to create and test agents, but it does not support publishing.
    • A Microsoft 365 Copilot license is separate and does not grant permissions to publish agents in Copilot Studio.

      To be able to publish an agent, the following needs to be ensured:
    1. The user must have a valid Copilot Studio license (paid) assigned (trial licenses will not work for publishing).
    2. The user must have appropriate security roles.
    3. If licenses were recently assigned, it may take some time or require re-login for changes to reflect.

      Once the correct license and permissions are in place, the publishing option should become available.
