Power platform admin role query

I’ve been granted the PowerPlatform admin role to be able to create environments and and also to get the CoE pack installed as part of the governance effort for PowerPlatform.

However I don’t have a PowerApps “Premium” license listed in the CoE pre-requisites and all users at the company only have E3 so my questions are:

1. What still works on the CoE kit without the enhanced licence?

2. Can I create a flow to automatically add another Service account as owner to every Flow and PowerApp created with just the Power Platform Admin role or do I need Tenant/global admin to do this.

I did do some preliminary reading on this and found there is quite a bit of documentation out there which predates the power platform admin role being around and need a definitive answer.

You are going to need a Power Apps license, your Office 365 E3 is not going to be enough.

Firstly, to create a new environment you need a Power Apps license https://docs.microsoft.com/en-us/power-platform/admin/create-environment#who-can-create-environments

The COE starter kit is heavily reliant on the Common Data Service and for that you need a Power Apps license. Have you seen this article on the pre-requisites for COE starter kit? https://docs.microsoft.com/en-us/power-platform/guidance/coe/setup#prerequisites

To answer your specific questions

You wont even be able to install the COE starter kit core components without a Power Apps license
I'm not 100% sure about this one but I assume it would be possible. Wouldn't take much to test it out. The Power Automate for Admins connector is a standard connector so you shouldn't need a Power Apps license for this.

Hey Thanks for your reply! So I do have a Powerapps licence, just regular E3 PowerApps. I have already created environments as I've been given the role Power Platform Admin. When you say 'PowerApps Licence' I presume you mean one of the PowerApps Plan 2 licenses (our tenant still uses the old names for the licenses).

The most pressing issue is to create a Flow which can add another owner to each Flow and PowerApp which is created and send them governance info etc.
1) Do I need both PowerAutomate Plan 2 and PowerApps Plan 2 licenses assigned in addition to GA to do this or just one of them?
2) Would UserAdmin role work if I can't be given GA role to be able to grant access?

Hi @Anonymous ,

I should have been more specific. You need a PowerApps Plan 2 license (if you are still on the old licensing) or a Power Apps per app or per user license (in the new licensing).

1. Your Power Apps Plan 2 license gives you access to Power Automate as long as the Flow is in the context of a Power App. For example if you have a overarching governance Power App then it sounds like your Flow would be part of that and covered under the Power Apps license.
2. You can administer the Power Platform with a GA role to a certain extent but it is limited and you don't have access to data or create apps and flows etc. You still need a Power Apps license if you want to create apps as a GA.

Thanks that’s very useful! My point about GA was more about checking that you need GA AND a PowerApps plan license to create an admin flow which grants access to other people’s PowerApps or could you get by with a user admin role and a PowerApps plan 2?
