Hello, can power automate help us automate the following scenario?

2 weeks after a new hire starts, we send their manager an email (with attachments) about the goal setting process. Today this is a manual process where we have to remember to do this on the two week anniversary, and we edit the message to include the new hires name within the email. Can we automate this with Power Automate from a SharePoint OR Excel list every time the information needed for that specific message is entered? So basically once a new line is added, it sends the message one time on the two week anniversary date. Or is there a better way to do this?
