Can Not Refresh Excel Workbook Links in Excel

I am trying to refresh workbook links using "run script" action for excel but I keep getting the following:
 
"Action 'Run_script' failed: We were unable to run the script. Please try again. Office JS error: Line 11: LinkedWorkbook refreshLinks: The operation failed because the user has not granted permission to refresh external workbook links. clientRequestId: (Numbers)"

How do I grant permission to power automate to refresh?
