Send e-mail notification (V3) has been delivered to the recipient specified in Cc, but it has not been delivered to the recipient specified in To.

The e-mail sent in the action "Send e-mail notification (V3)" has been delivered to the recipient specified in Cc, but it has not been delivered to the recipient specified in To multiple times.

At least 6 recipients are specified as To where the event occurred.

There are no errors in the flow itself, and 

In fact, the office email address that is added to the CC of the reply email has received an automatic reply.

In addition, none of them have received it as SPAM.
