Using the category classification on a large dataset and am seeing 'No Tags Found' for roughly 25% of the rows. When does the model provide that response...is it when the Confidence level is beneath a certain threshold? I would like it's best guess even if it is not very confident, anything is better than a blank response I believe.

It should display you the tags when they are found, even with a low confidence score.
If you built your own model, perhaps try improving it by following these recommendations: Improve the performance of the category classification model - AI Builder | Microsoft Learn
It's not displaying them, here's an example. It's not 'finding' them. I'm going to attempt to improve the model a little more now
