ok, for the life of me I can't find this.

I just want to add an additional email address in case a Flow fails.

That way myself and someone else gets it.

Where can i do this, and CAN I do this?

My flows are complicated, and I can't really add a step into each section to notify me if that section fails.

If you looking for a particular flow action step is failing and get notified then you need to use the parallel branch, then set notifications. Please see this post how to handle exception in flow.

These failure emails will only be sent once a week — so if you have a flow that fails many times a week we won't send you a bunch of emails. As a result, if there is a particular flow that is very important, and you want to be notified on every single failure, we still would recommend explicitly setting up the above mentioned error-handling step.

Not sure you can add an additional email to configure for your weekly email alert.

What you could do is create a new flow, trigger as when a new email arrives, configure the from address and subject then send another email to other person. That should work.
