Open attachment in new window in browser

I am able to send the attachment link in mail using Approval action but if I select the link, the attachment is downloading to my machine, its not opening on the browser.
Can anyone suggest me, what action should I use to open the attachment in browser.

To change the behavior that you describe, you would need to change the URL for the attachment and you don't have the ability to do so. If you could, I believe you would add ?web=1 at the end of the URL.
