Date format is in Serial format for one user but ISO8601 for others

I have an unusual issue in my power automate flow that happens for only one user.
The flow is triggered by Power apps where a user will upload a formatted excel file >> then power automate will create a file in a SharePoint library with the same file content. I have date&time columns in the table inside the excel which are used throughout the flow, and works fine with other users except for one. For some reason, all the date formats are in serial format instead of ISO8601.

The flow is pretty complex and I don't want to make any unnecessary changes on it. I'm suspecting the issue is with the user's Excel settings, but I can't find any references to fix it there. I'm posting it here hoping someone encountered something similar before and knows how to resolve it.

I had checked on the excel files created by the user, and the format on her Excel table is exactly the same as the others.

This is the output from the rest which works with the flow:

This is the output from that one user getting the error:

    Hi @eunhye17 ,

If selecting ISO 8601 time format in the list rows present in a table control does not work, please see this linked article:

    Best Regards,
