I have a power app that leads to a sharepoint. I would like to have restrictions on who can edit a specific row based on what the location cell says. So say John is the only one who can edit an item that has Texas as one of it's values. I would like to create this restriction and or create a passrod so they can only edit their own locations

Could you please share a bit more about your scenario?
Do you want to make the user edit only the records including the same location?
Here is what I assume, John has a location Texas and some users has Texas too, so only those who share the same location Texas could edit the records with the Texas, right?
If so, please tell me how you edit a specific row, select within a Gallery and then navigate you to the edit form?
If there is a Gallery, then you could set the Items property as below:
