I am getting an error on a condition, and I dont understand it.

I have seen your similar issue on another thread.

In the similar thread, I suggested you submit an idea about using function to count how many items have got from the “get items” action.
I assume that you want to check if a column is empty or not, if yes, you could consider to use empty function. About empty function, please check it at here.

No, I am not checking if the column is empty, I am trying to get a count some how.
I guess I am mixing the Power Apps functions and MS Flow functions. If MS Flow only uses what it is in https://docs.microsoft.com/en-us/azure/logic-apps/logic-apps-workflow-definition-language then we are in trouble. Very limited..
In "Compose" action for functions you need to start and finish with "
Copy this and put in your compose: "@Value(CountIf(body('Get items'),['DiscountIssued'] <1))"
