Add someone to group based on license assigned - Education licensing

Hi, I have been attempting to create a flow that looks at users in O365, checks to see if the email address ends in student - at - our school name AND the account is active. Then adds the user to a group that I created. So, when a new student account is created, it automatically adds them to the student group. I tried to find a way to do this by looking at the license for the students, but there doesn't seem to be a connector that does this. Can anyone help? 
I do not have access to create dynamic groups bc that's something the school isn't subscribed to. The flow succeeds, but doesn't add anyone to the group. HELP!
