Is it possible to get user's time zone by email address before or after the action Find meeting times (Outlook)?

I also tested this solution but it seems that I need to set up application permissions to get mailbox setting of another user. Is there another workaround of getting the timezone? Without granting special permissions?

you have to grant these permissions - there is no any workaround.
