I am using sharepoint as database and in powerapps I am not able to create a newform with the submitform function, I can only editform, how do I create newform in that case?

You can just select the form control, go to the FormMode property and change FormMode.Edit to FormMode.New 🙂

In the formula for your Submit button's OnSelect action, set it to this:
SubmitForm(youFormName); NewForm(yourFormName)
This will submit the current form and put you in NewForm mode.
