I couldn't sign in and getting below error. What is the issue here?
Error Message: A silent sign-in request was sent but none of the currently signed in user(s) match the requested login hint.

What browser are you using - have you tested it on another one?
Which browser do you use on your side? Edge or Chrome?
Based on the issue that you mentioned, I think this issue is not related to PowerApps feature, instead, it is related to Account Sign in.
The user Wael Shazly faced similar issue with you, please check the response within the following thread:

Please consider clear cache of your browser (including "Saved password" list in your Browser settings), and then try the "Sign in" operation again, check if the issue is fixed.

Thanks for checking. I still see this error - Resource 'https://service.powerapps.com/' is disabled. Any idea?

I believe this is a authentication account error (nothing to do with PowerApps itself). To test, can you log into https://powerapps.microsoft.com/en-us/?
Do you mean that you could not access PowerApps Web Portal?

Please make sure your Browsers do not block the following Required services:
login.microsoftonline.com forms.office.com apps.powerapps.com powerapps.com microsoftonline.com
