Is there any examples of how to take octet-stream content and turn it into an array of json objects?

I can convert the content into a string, but I would like to import each row into a separate dataverse table.

The file will always have the same header columns and number of rows.

I see this post: new CSV files to Dataverse Tables on daily basis - Power Platform Community (microsoft.com), but I'm hoping someone can help me get started or point me to a blogpost / video where it's done.
