I have a Microsoft Form which have a Head of Department dropdown field to select the respective HODs. I would like to have a flow that will route the Microsoft form to the selected HOD.
Can i check what is the best way to do this?

You can setup a switch to set the approver details in a variable as belowbased on the value from the form.
Alternatively, you could store details in a SharePoint list.
