dropdown - hide specific values

need help with drop downs. is it possible to achieve this?

if drop down contains only one or two specific value, navigate to screen 2. in this case "General" & "Economy"

if drop down contains more values then "General" & "Economy" , lets the user to select it and navigate to screen 3

it would be better to hide specific values in drop down and if it is empty then navigate to screen xx.
