I have a simple flow to download a file from a webpage.
But when adding UI elements they appear in the UI Automation when selecting on Edge or Chrome
But if is select a different website with the same browser they appear in the Web Automation
It does not matter if I start with a web automation Action or UI Automation
What determines which UI element list it appears in when using the Add UI Element

Basically the website coding itself: it might be using a third party component (a pdf reader, excel viewer, etc) and then it needs to be referenced as an UI element.
But it also happened with me a couple of times the UI selector first recognizes as UI element and then I close PAD and reopen the flow and it sarts recognizing as a web element. So these random behaviors might happen too.
