Connecting Power Apps to On Premise PostgreSQL server

Hi,

 

I am new to Power App development. I have requirement to create power app connecting to our on-premise PostgreSQL.

When I try to create my connection , it ask me to install gateway.. screenshot attached.

I downloaded the gateway software, 

1. Do I need to install gateway on my PC or in the PostgreSQL server?

    In order to connect to PostgreSQL , do I need to upgrade to Power App 'Premium' ?
