Theres already an idea posted about fixing the issues with things missing from the modern ribbon, give it an upvote, alot of attention on its idea post is only way dev team will.actually see it
bring back the old menu the new Modern Ribbon is sucks. The placement of publish button is very close to the drop down button of formula bar.
The new Modern command bar is very, very pathetic.
The option for legacy ribbon has been fully deprecated in a recent Power Apps release so heads up for that:

Just one of the dumbest solutions ever made and seems they want to remain ignorant and just force users in the so called new modern direction. Just made the word modern an oxymoron. I guess another example to too many 'yes men' in the design tree. Dilbert loves them.
So it seems the solution is to turn the old one off all together. Thanks for listening
