I am looking for a Power Automate Flow which blocks users within the domain from sharing files outside the domain with an option to download files in a particular SharePoint site and even an option for anyone link while sharing is blocked.
I tried searching for flows in the template but it doesn't show any flow as needed in the above description.
Any idea or suggestion will be appreciated.

Check permission if the sharing settings indicate that the file is shared outside the domain, you can add actions to restrict sharing. Then in your flow enable download options, you can use the SharePoint action "Update file properties" or "Set item permissions" to grant appropriate download permissions to users within your domain.
