Cannot open Power BI Dashboard in Model Driven App

I have a Power BI Dashboard that I can only open with the "Open in Power BI" button.  I can't open it in a modal window in the MDA.  The Power BI report doesn't have any layers that overlay the visuals.  Can't figure out how to open the report in the modal window.
