There is no setting in the gallery control that will make it load all 269 records in one go. As you've discovered, the gallery control loads records in batches. This works better from performance perspective.
If you don't want this delay, the workaround would be to load all of your records into a collection. For example, on the OnStart property of an app, you would add the formula:
ClearCollect(myCollection, '[dbo].[myTable]')
This will load upfront the records in your table to a collection. You would then set the items property of your gallery control to myCollection.
The disadvantage of this technique is that the delay in loading your records will take place earlier and in the lifecycle of your app, and this could be potentially be quite long depending on the number of records in your table. Also, there will also be another challenge in keeping the data in your local collection in sync with the underlying table.
