Action gets "stuck" on trigger

Trying to move a OneDrive Business file to SharePoint.  When tested, the action 'When a file is created' does not proceed to the next action 'Get file...'  No error is thrown and the 'Get file...' action will not trigger because the file created action does not complete.  The clock just keeps increasing unless I cancel the flow manually.

    you are putting "the cart in front of the horse"  (not sure if that translates well).
     
    A trigger is supposed to be the first element in a flow. It will exhibit non-deterministic behavior when used in the middle of a flow like in your example.  Most likely it is too slow to catch the prior file creation and now sits and waits for another file to be created.
